I don't think just updating that sticky will work, it still doesn't seperate the working ones from the vapourware/wishful thinking ones.

Just make the sub forum, where only a mod can create a thread, and anyone can reply, ask questions about the skin, report bugs ect.

The first post is the list of features, screen captures ect. If someone is interested, they can DL it right there, and read others comments, post questions and all in the same place.
I like this idea....it keeps all the discussion about a single skin in one location. As far as as a single place for completed skins, a single sticky-post that lists them all with links to the download would be great....if it's kept up to date by someone.

only up to date. If all the skinners could modify that post themselves.....

It would if there was a locked sticky. As far as I know the ones that are on the sticky are legitimate ones. Either way someone has to determine which ones are working ones.

Having a mod create the thread is a good idea. Maybe have 3 folders - Finished, Beta, and discussion.

I think it's important to keep a discussion folder and allow people to post vapourware/wishful thinking ones because it is creativity and may inspire ideas in a legitimate skin.

I think the forum is just fine the way it is. I have no problems navigating it and can tell how complete a skin is upon loading it with RR. Everyone who is starting threads in the RR skin forum usually makes it abundantly clear what and why they are posting. If anything we need a website that is updated once a month or something to host all known skins.

Complete to be useful would be that it works.

Each skin would be downloaded and tested by the Moderator(s) (no DP and Red this does not mean you ) and if it works and has the basics (this can be discussed or left upto the Mod(s)) then it's in.

The Mod(s) sort out the noise

I likey If there was a way to somehow to have a live link to the author's first post so whenever he updates, it automatically updates the link and the mods decide what gets added, you could even have separate threads for old, minimal, new functionality, transparent, flash, etc. This would be great!

The reason I suggested that there not be discussion in the release thread is so that the skins are kept in time order. All the new skins or newly updated skins are kept at the top and the older/discontinued skins get pushed back.
With discussion being allowed in the thread then you'll have old skins that get bumped to the top by someone asking for a live DL link. I just think that it will keeps things more organized this way.
If you are concerned with having the skin in one thread and the discussion in anther thread, then in your discussion thread you can just copy all the content from the release thread and it would be all in one thread. This way the released thread are kept separated, making it easier to navigate that sub forum. This is just my opinion.

Just another note: Is there any way to rate the skins? There are so many ****ty skins that it would be nice to see a "score" before trolling through a thread or something...

In an effort to help users find completed and working skins, I am continuing the skin thread sticky for road runner. Here you will be able to find a complete list of all or most of the available working skins for RR.
IF you would like a skin posted in it, check the list then request what you want.
I hope this will help clean things up a little...
