Scrolling Labels and Buttons

If I use a label and set it to Center Scroll and I put this on top of a button I can not click with in the labeled area.
is this a bug or am I just doing something wrong?

Create a clickable label just before it, which is over the top of it.

That works but I was really going after the button affect with on/off images.. But as it looks that just aint gonna happen..
