need more information, rrconfig itself is a application requiring .net 3.5sp1 and Administrative rights
    (it will ask for elevation)
    -Thanks

I met the same issue with RR recent 2013 versions. The previous 2012 versions does not have this issue.

My work around is to re-edit the Exectl.ini file with notepad manually, to correct the messy words with Chinese characters, then use "Save As...", select encoding as "Unicode" to save the ini file.

if the file is Unicode to begin with, it should stay Unicode

no changes to rrconifg, in a looong time...

It is really strange that the Exectl.ini will get messy with the Chinese characters once I run the RRconfig... Again, I did not have this issue when I use those 2012 versions RR.

    who knows... dam Unicode people

    start with a Unicode file

im guessing, the file isn't Unicode

    most .ini files are ansi

I'm sorry for I made a mistake in my previous descriptions, which per my bad memory. I re-confirmed this issue on my CarPC this morning. Here is the correction:
    1. Once run RRConfig, the Chinese words in my RR skin will get messy. By checking the "Exectbl.ini" file under DFX4.0 skins folder, the Chinese words in this file were all changed to strange characters, and the encoding of this file was changed to UTF-8.
    2. I manually edit the Exectbl.ini file with notepad, type in Chinese words in the file, then "Save As" the file with "ANSI" encoding. Then RR skin will display Chinese words correctly. Saving as "Unicode" doesn't work.
    3. Whenever run RR Config, the Exectbl.ini file will get messy again.

you want to EDIT it, while in xxx

saving it as ANSI, will save Chinese, but that's because that is your local
which you can do, but then don't use RRCONFIG

you should be able to edit in UTF-8
    worse case in UNICODE (UCS)

    EDIT IN UNICODE

looks like it will revert to ansi

do this... STAY out of RRCONFIG!

edit the files as UNICODE (little endian)
RR supports, Unicode files for exectbl.ini
    (not sure on skin.ini)

I got utf-8 on the mind from something else im working on

    go with UNICODE

I don't think RRCONFIG will save back Unicode (yet)

so stay out of rrconfig.... but switch exectbl.ini to Unicode
and make sure RR is happy

confirmed: General.ini, Exectbl.ini both support UNICODE

SKIN.ini DOES NOT!!! (ill have to fix that at some point)
