Thread: RRconfig v1.0.18

Thanks to a fellow RR user (ftjn070), I made some tweaks to preserve the file encoding of
really applies to non Unicode files (ANSI)

rr.ini
exectlb.ini
skin.ini
general.ini

important for non western character users, when those files are in ANSI format
Unicode file is supported, and really should be used in ALL cases

RR itself doesn't support Unicode in skin.ini at this time
