Functions the same as the internal cmds execpt that it can be set independantly of RR's voice setting.
Main reason for this was to make a work around for when RR starts saying all the executed cmds instead of
only speaking when told to speak.

Commands

"RRSpeak"
=========
Syntax: "RRSpeak;<phrase to speak> or <ON>,<OFF>"
Example: "RRSpeak;Road Runner, welcome to thee number 1 front end!"
Result: Phrase spoken
Example: "RRSpeak;<ON>"
Result: Turns on RRSpeak for speaking and saves setting
You can do that already with the TALK command. Turn Voice off in rrconfig and use TALK instead of SAY. Only problem is the volume. TALK Command is overlaid. Are you planing on lowering the volume of other sources when RRSpeak is executed?
