not sure, depends on what files you are tweaking etc. I suggest replace all files , as time goes on some changes i make I totaly forget all about.

The best thing to do is keep some kind of a record of the changes you are making, so you can easily reapply them to new releases of the skin.

I dont have mobile tv in my car if thats what your asking. This is just the rear camera support. The screenshot was taken on my laptop that has a tvtuner (MCE05) i just configured the winamp tv plugin to use my capture card instead of the webcam.
