There is really nothing in the skin that should cause any CPU usage really. There are scripts that do certain things when some buttons are pressed, but when you are just sitting idle, any CPU usage is from RR itself, winamp, and any other applications that are running.
Try switching to the BMV2 skin that came with RR and test this for me. It should be the same CPU usage.

Here is a screen capture on my desktop system. Sure it's a Dual Core 2.8 Ghz, but at the time, in comparison, it's using next to nothing as far as CPU. In the screen capture, I have the spinning Flash logo, and winamp is playing a song. Keep in mind I also had Firefox open, The screen capture program, 5 Yahoo desktop widgets, and oodles of other things running in the system tray.
When I close RR and look at the desktop Yahoo CPU widget, I still am running at 3-4% CPU, so the same with the skin running, and without basically.
