Yeah, I'm personally searching endlessly it seems for functioning ones, as I have no interest other than perhaps down the road altering or adding pictures/backgrounds of existing skins.
To be honest, this applies to the plugins section as well. Many are outdated, defunct, or otherwise if I understand correctly won't work right in the newer RR release(s). And the stickied listings usually don't end up with a functioning download site/link. The actual downloads section here only has a handful of them entered, the newest of which are near a year old now.

Yes, that sub forum is there, but it is just a list and links to the skins. It was a great attempt for sure to put that list together, and a LOT of work to say the least.
The problem is updating that list, and keeping it current as skins are released. This is almost an impossible task. Also, it tells nothing of the skin, in any way as far as usage.
With a sub forum, the skins will be sorted out automatically, based on posts in the skin thread. For the mentioned defunct skins, there are probably not going to be many new posts in those threads, so they will work their way to the bottom of the skin section. For newer skins with a lot of support, questions and posts in the thread, they will work their way to the top. The same way the entire forum works now, but will ONLY be released skins in the sub forum.
I have posted a link to this thread in the moderators forum, and am waiting on suggestions and options from the higher up's. Even super mod's can not create completely new sub forums![]()

If super mods could create and edit forums, it may be easier to the admin staff. I see this as being quite a bit of work initially, but once sorted, it shouldn't be that hard to maintain.

if this isn't possible, perhaps implement a tagging system, where the first part of the post title refers to the type of post ie:
[RELEASE] Digital FX 10
[WIP] Check out my new skin I just started!!!!!

Been there, done that, using the T-shirt for a duster.
well if it's never going to happen how about implementing the tagging system. That way if you want to search for all released skins, just search for "Release" in Thread Topic only, in the search tool. Simple.

Ok, GOOD NEWS! It's just about done! Heather PM'd me and said she set up the new forum, and all is ready other than the permissions needing to be set. Goce is off today, and he will make the required permissions for the new skin sub-forum, and then it will be live and available.
A new sticky will be put in place with the requirements for a skin to be moved to the completed section. Once that is done, then starts the tedious task of moving completed skins to the new sub-forum. This will take time, sp please bare with the mods while all of this takes place.
