I wouldn't limit myself with the PCI slot...there are a lot of adapters that you can use if the board has different PCI connections aside from the old 'normal' standard.

hmmm...it should have no problems powering what you have. I'd give the Opus guys a call...they're smart and helpful.
i know you have the jumpers set to the lowest re: startup/shutdown voltage, but have you tried it with the car running vs. not?
I have this board. It requires 19v input. I measured the ouput of the power brick, and it output at 19.4v. I use a Carnetix 2140 and set it to 20v output for this board....no issues.
