Yes but you will need to solder 2 wires to where the power button is now. Basically yes only if you are willing to rip apart the laptop. Then there are DC-DC units that will do it. Also an inverter controller, all around these forums somewhere.
Touchscreens are your friend!
Yes they are called frontends. Most are free, some are not. StreetDeck and Centrafuse are the pay for ones. RoadRunner is free and what I used and is supported well. If you want an out of the box solution, Streetdeck and CF are for you. If you are able to spend a few hours configuring RoadRunner, then download it for free. A touchscreen will require a data port. Usually USB. You can get a touchscreen overlay for about $50 and a controller for the touchscreen for about $50. But then you will still have that crappy crappy screen. Or for $200, you can get a VGA touchscreen. That means it will run at 640x480 to 1024x768 like normal computer screen. The text wont be fuzzy and the screen will look a hell of a lot better than the thing you have now.
Just get a gps unit for the computer, and then you can sell that horrid thing you have now.
