It's Igo8 for PC, which has never been properly released. This is an 800x430 skin, and since it is centered at the center of my 800x600 screen by default, it just kind of sits in the position you see in the picture.
It's just another window opened on top of winamp.

I'm just lucky it worked out that way.

Thanks a lot to arby. The skin works great with my touchscreen.
But three things would be nice.

1. minimize Button
2. change the size of the scroll bar
3. play selected track(s) with play-button
