    Can a script do this?

Right now, I can tether my cell phone for internet and it works great. The only flaw is having to minimize RR and go to Start-Connect to-Dial up and then hit the dial button. I got the idea of writing a script to do this so it can be one .exe file that I can run under RR in the "Apps" part. This seems do-able, but I'm barely even experience in writing scripts. I've written one for hibernating with devcon, but that's it. Any input would be great.

Autoit would be of great help to you. It's fairly easy to use and its free. I even think RR has some example scripts for talking to RR from autoit. like maybe you could have a button run the autoit script and once connected autoit could send a button command to rr like LOAD,internet.skin or something to that effect. Hope this helps.

The tethered connection should be listed in your internet connections (Microsoft calls it a Connectiod).
Set your browser to automatically dial that connection.
Also, if it prompts for any passwords or anything, you want to set up the properties so that everything is automated and the password is saved.
That way when you go to browse the 'net and it sees no internet connection, it will try to connect using your tethered connection.

Darque, the only thing I don't like about doing it that way is that the prompt to connect will pop up at any given time there isn't a connection.

Profit, I was planning to use Autoit to do this. Only problem is that I'm very limited in it. I have been doing some tinkering with it, and reading all the tutorials hoping to figure out how to do it though.

I wrote a script to do what you need and it is included in Digital FX 4 skin. In fact in DFX 4 there is a Button labeled "DUN" (Dial up network) and I use it all the time.

Here is the link to my write up.

Have a look at a program called MobileWeb by SteveiG

I believe this did something similar to what you want.

Then there is some service, application or utility that's trying to access the 'net, causing the connection prompt to come up.
When I used tethering through my phone, I didn't get any prompts when there was no connection.
When I wanted to connect, I just launched Firefox and it connected via the bluetooth tether. No muss. No fuss.
