Windows standby/resume event sounds. Talking computer

So, I want my carputer to be awesome... I want it to slightly talk to me and make me feel happy when I turn the key of my car on.. and off.

What I want to happen is this...

When resuming from standby, play a wave file once.

When entering standby, play a different wave file once.

I have two wave files... one says, "welcome, steve" the other says "Goodbye, Steve"

My Eee Box PC turns on and off with the vehicle already, IF there is a possible VBscript out there that can make this happen, or if someone on the board that is reading this right now is good at programming in windows with scripts and VBscript, any help is appreciated.
A script that reads windows power management events seems to be possible, but I'm not experienced in windows scripting, just os/x stuff.

    Some stuff that may help...

Anyone that finds this idea totally awesome and that is willing to help out in writing a simple script to make this happen... is a god.

    thanks.

I've never felt the need to do this, but can't you just change the windows startup/shutdown sounds from sounds in the control panel? I'm on a locked down company computer right now so I don't have access to the control panel to check, but I thought it was possible, and very easy.
