Windows 7 Touch Pack multi monitor question?

I am running two monitors in my car, Lilliput USB monitor and a 10.1 multitouch. The problem I am having are the windows touchpack programs only open full screen on the lilliput USB monitor. I have to set this monitor as my primary in order to get my gauges to boot to it during start up. I need to figure out a way to force the program to windowed mode so that i can drag it to my 10.1 multitouch. Centrafuse and RR also do this. I am lost...

I have tried the -w or -window after the target and nothing

Ive also tried Unimon and Display Fusion, nothing!!! When i press window+shift+ arrow key it moves it to the next monitor, however once I click or try to use, it moves back and it stays at the same resolution as the USB monitor. Completely lost
