Go to Control Panel > Sounds and Audio Devices (or search for "Sounds and Audio Devices" in help). Then, click the "Sounds" tab. Scroll down the "Program events" box until you find "Start Windows." You can mute this event sound by selecting "(none)" or change the file to a WAV file of your own.

Start -> Control Panel -> Sounds and Audio Devices Properties -> Sounds
