CarPC install is starting to come along again...
xcopy is decent, and its included. It has a myriad of options to sync between two systems.

FileSink is a simple featureless app that gets the job done.
Depending on your level of expertise, and what you're sync'ing against, you might want to look at rsync. It's a very powerful sync tool, and you can get it for windows as part of the CygWin package.
The single best feature, for me at least, is that since I'm sync'ing to my home box over a wireless link, I can set rsync to use SSH (Secure Shell) and so everything is encrypted and secure. It also has other features such as incremental updates (only sends parts of files that change) and many MANY other features that may or may not be useful for keeping an MP3 directory in sync.
And it's free.
