That link brings you to an active x control, designed to show raster based maps. You can buy the control... all you need it raster based maps. Check Here For maps

Generally, the maps we all use weather thier in PC,PDA,WEB BASED,CAR NAVIGATION are all the same they come from the same place, the only difference is the software running on top of the maps...

And yes, there is converstion software already design... Check out the US GIS (Geographic Infomation Service, I think ?) web site, they have a software development section that explains in DETAIL how to convert these maps.
You're saying that commercial navigation packages use RASTER maps? I've been sick for two week so maybe I'm losing my mind but I think most programs generate their maps dynamically with vector data. The vector data allows formation of efficient graph data structures which enable rapid computation of shortest paths for routing. Moreover vector data is essential if there is any hope of storing data for the entire US on an easily distributable media.

I've combed the Navteq site numerous times and am reasonably certain that they typically deliver data in customer specified formats. These formats can consist of data files in one of the commonly used GIS file formats, the Navteq 'standard' proprietary format, or anything else the customer desires. Regardless, it's unlikely that that the map data is directly interchangeable between packages without some sort of conversion.

That is the first software I've seen that looks the same, wonder if it's got the 11 mil. POI's too? Didn't see anything about that at the website.
