Post refresh rate and screen position

I'm having trouble getting rid of the refresh rate white bar. I'm assuming my indash lcd runs at 60 Hertz because it uses tvinput. My computer is running at 60 Hertz but the refresh rate is still noticable. I tried playing around with powerstrip but still didn't have any luck, and the program was a bit too resource hogging. The white bar is getting a bit annoying, especially when movies are playing.

I'm also having a bit of trouble with screen position. Whenever I do a reset, the screen position resets into it's default position, which is off from the position that I set. This isn't so much of a problem because I go into hibernation mostly and hardly ever reboot, but when I have to reboot, it's pretty darn annoying.

I'm using an ATI Rage 128. Any help on these problems would be great.

It's an indash lcd, so it's getting the power directly from the battery.
