well.....if its not being recognized on boot....it sounds like the driver is not active.....if the driver is not active....there is nothing to enable/disable. i could see some sort of relay solution.......that could toggle on and off a usb hub
I have an external usb drive in my carputer and on boot it is not recognized. The only way for it to work is to unplug the drive and plug it back in.....
Is there a software that could emulate the disconnecting of the device?
For example disabling the driver for a few seconds and re-enabling it?
I know VB best but i could also get around with a C++ program or anything else.
edit: Im running an nLited version of windows xp sp1. I dont have any of the .net framework installed but this could be a possibility.
If anyone could offer some help it would be greatly apprechiated.
Thanks!

My work log
its weird i dont know whats causing this. Its a problem with the enclosure im pretty sure, because it is not recongized on boot on all of my systems. (I have to disconnect/reconnect the usb cable if i reboot my pc)
so i was thinking just disabling the usb controller with a program and re-enabling it.....
a relay would require a usb control board or something because windows really has to be booted when i unplug / replug the device...
If i unplug/replug before i see the mouse / can move the mouse it has no effect...
I have a Vantec nexstar laptop enclosure with an 80gb fujitsu drive inside...
Thanks again
Have you try DevCon to enable and disable usb devices?
