I wish it were so, but I saw a similar dialog in 2.1.3, and never found how to access it.
Came across this in Reshack. Found a dialog that says "select an action and press desired key". Can't find it anywhere when running iGuidance though. Anybody know how to make a new button pull up this dialog? It's dialog 1070 btw. I just figured if this is in the exe, it probably works. If it works, then maybe we could get a little better integration with frontends.
I'm using iG 3.0.
Wishful thinking perhaps...

Wow! That's awesome!
As far as the Hotkey options goes, I found that it's active in the Pocket exe. So I copied the code (kind of like how they added the coordinates back to the desktop version of iG) and put it in reshack, but it's greyed out... dang.
Eh, I think it is just wishful thinking. The pocket version doesn't allow me to set keys as hotkeys, just the physical buttons of my pocket device. ****e.
