I know they did this for the SD digimods, which makes it so much easier to go straight to them and download them. There are so many GREAT skins that the community has toiled long and hard to create, but there doesn't seem any central way to access them.
Perhaps in the meantime, all who would like could post your skins here.
Apparently there is a place to posts skins, but it hasn't been used since October of 2007 and only has one skin posted (thanks sciontC). It limits you to posting .sdu files and seems to not let you post .sdz files directly.
