Your video card is killing you. On borad video in modern motherboards is much better than that. Get an NVidia 7300 or something similiar that works in an AGP slot.
I'm trying to see what controls the performance of SD. Currently when SD starts it pushes the CPU to 100% even when not doing anything. If SD follows the norm of other programs then the following three items should be the ones that control speed but not having the need for high performance graqphics, I don't do gaming, I' not sure what part of the system is causing everything to slow down. One more point, this configuration will not run full screen but will run windowed or developer mode.
1) Processor speed and type
My quick and dirty test system has a Athlon, MMX, 3DNow, 1.1Ghz processor
2) Video card performance
Currently using a NVIDIA Vanta with 16MB ram.
3) Amount of memory
512 MB of RAM
For my test bead I can't change 1 & 3 but I can change 2.
Would something like a e-GeForce 6200 LE 128MB AGP Video Card or something like it would make a big difference or is the processon and memory limits going to keep the system from performing well?
My current motherboard is limited to AGP 4x or lower so the video card must do 4x.
Suggestions anyone?

lower your frame rate in the Streetdeck settings to 15 or 20. This should help out dramatically.
Caelric is ablosutely right! My car PC performs x times better with Intel onboard 950 GMA as my Home PC with GF 2 MX. CPU speed is almost the same.
The e-GeForce 6200 LE 128MB AGP Video Card is about the best I can find which is also AGP 4X compliant. It's about half the speed of the 950 GMA.
How about this?
There are others as well, ATI x1300's, and NVidia 760 with are 4x and 8x compliant, which should work with your 4x slot.

I assume that the NVidia 760 you were talking about was a Series 7. From reading the specifications it looks like I have to stay away from the Series 7 and many of the Series 6s as they require a 300W power supplies. That's more than my test system has.
Looks like I need to stay with the 6200LT if I go with NVidia, unless I find something better, due to power requirements. I really don't want to go through a full update cycle on this system. I want to put the money into the one for the car.
Had to go with a card that I could get locally. No one had the newer cards in AGP, at least at a price I'm willing to pay. I got the EVGA r-GeForce 6200 LE 128MB card. Seems to be working very well and MUCH faster than the NVIDIA Vanta with 16MB ram. I can push the system all the way to 60 fps updates although I'm leaving it at 30 fps so I only use about half the processor speed. Now to start playing with skins and the like.
