No. That's RR with a skin.

Looks like a skin for Frodoplayer. Have a look in the Frodoplayer skins area to see which one it is

I swear this question about this picture comes up at least once a month. That's a skin for Frodoplayer. You can tell by the two gears in the lower left and lower right corners. Each one of those gears goes into separate settings pages.

Frodoplayer is the only frontend that uses this type of settings system (two different setting pages).
