Because Google map data is only accessible with a 'net connection (unless you pay an exorbitant licensing fee to Google).
Also, The MapPoint '06 data is the most up-to-date that I've seen, at least for North America.

Google Maps/Earth would require a full time internet connection, or alternatively only a small portion of the data could be cached on the local disk. Streetdeck is trying to be an all inclusive user friendly packaged front end. To this end I can see why they chose a bundled microsoft product and associated map data. It works in more installations, microsoft handles the updates, easier for them to develop with using microsoft development tools, etc.

GoC has recently added support for microsoft live data to be polled using a real time internet connection, and that data is cached as it is received. This works much like GoogleEarth in the end.

Google's map data requires an internet conenction, not just the satellite images. The only data that's pulled form MSLive is the satellite images. Google's data would require a constant internet connection for even the road maps.

There are Google Earth based Nav options available. GooPS is one.
