I don't think StreetDeck itself can.
However DEVCON can. It's a free tool by MS.
If SD's scripting won' allow you to run a command like only on entering standby, you can use AutoIT to achieve what you're looking for.
Hi,
I looked at my streetdeck install and found the following folders to automatically run applications during specific system events:
Exit
Launch
Resume
ExternalApps
I am trying to run a script to disabl my USB devices when I enter standby... i only want to run it when my system goes into Standby... not everytime I exit streetdeck
Can streetdeck do this? and if so.. which folder do I need to put my batch file in?

Just create a shortcut to the script or devcon or whatever you want to launch and put it in the SleepWait folder. It will only run when going into a suspend state.
