I think perhaps usign this
http://msdn2.microsoft.com/en-us/library/ms905130.aspx, we can at least remove the borders from around the emulator, and make it appear in the same position every time it's started.
if we do that, and force the window NOT to be on top, then have an autohotkey/autoit/whatever command that brings the emulator to the front when you click on the GPS button in RR, window, then I think it might just do the trick.
