Carnetix p1900 problem. PC starts up and shuts down... NO ODD LED SEQUENCE

I installed the audigy 2 ns sound card couple days ago and ever since then my PC will not start up automatically anymore. It starts up and shuts down on its own... what i realized is this:

As the p1900 starts up, the pc starts up right away and stays on for maybe 2 or 3 secs. During this 2-3 seconds my audigy sound card does not get any power. After the 2-3 sec, the PC turns off and once the PC turns off the audigy sound card turns on...

I also noticed that if i turn the car off and as the p1900 goes into shutdown mode, the sound card obviously shuts down... maybe 30 sec or so later the p1900 is still in shutdown mode and the pc turn BACK ON!! and everything shuts down after maybe another 30 sec or so.

I can temporarily fix this problem if i unplug the power harness that goes into the p1900 and plug it back in, essentially restarting the p1900 fresh. itll start up like it is suppose to... PC on --> sound car on --> everything stays on!!

I think i should add that i have the primary, secondary and third output being used. The pc is on the primary with 19v. The screen is on the 12v secondary ouput and the audigy is on the 3rd optional output that is a 5v. My screen is not effected by this at all. The screen stays on the entire time when it is suppose to but it seems like the PC and the sound card is playing a game of cat and mouse.

Whats weird is i am able to manually start the PC with my switch up front and it stays on, no problems. but every time i start up it doesnt resume from hibernation which leads me to think that it never goes into hibernation. I guess the power just cuts out instead of the delay sequence and then the trigger to hibernation.

Also, there is no odd LED sequence going on or any troubleshooting signals etc. I also tried unplugging the audigy as if i didnt have it and it did the same thing...
