Sounds to me like a tuner designed for an international audience would work in the U.S. just fine. Just not the other way around.

Exactly. It makes sense too. In europe the population is a lot denser overall (duh), so they need that extra resolution to avoid excessive overlap. North America's population is a lot more spread out, so stations can spread out as well, so there's no need for that precision. At least, in theory....
