/me thinks this;

drop some more ram in there (unless you're maxed)

defrag, defrag, defrag

get rid of programs you don't need/want

full virus scan
full ad/malware scan

if NONE of that helps

backup files and programs
reformat hard drive (NTFS)
re-install windows

try all of that before you dump money into a new computer (because basicly thats all you're doing when you upgrade the mobo/ram/cpu)
