Hi JIT,

You're absolutely right. I read my notes wrong. That address is actually the key layout order for the OSK used when selecting a city. Oddly, there seem to be multiple OSK layouts throughout the code. Changing this one does not affect the OSK that comes up when asked to choose a new state, for instance.
