That scenario sounds like a broadcaster problem. The broadcasters are supposed to delay their analog signal so it can be synchronized with their digital signal. If the broadcaster doesn't synchronize both their analog and digital broadcasts it will have that time warp problem you are describing as you gain or lose the digital signal. If the broadcasters correctly synchronize their broadcasts it would seamlessly blend between analog and digital modes.
You should contact the radio station's broadcast engineer about that issue.
