I came across an MPG file with this problem and I was able to FIX it using two tools in sequence:
1-FIXMPG1.EXE <FILENAME>
Which creates separate video (MPV) and audio files (MP2)
2-MPLEX1.EXE <FILENAME>.MPV <FILENAME>.MP2
The result was almost 2Mb bigger than the original file (of 38Mb)! But it looked like it was more in sync than the original file as well.
