If that fixes your issue you know that one of the other USB devices is screwing it up and you can, through trial and error, find which one it is.
The computer I'm on right now is a nice, new, fast system but will not boot at all with a USB mouse plugged in. Took me forever to figure it out, but that's USB for ya!
USB devices share a root hub on your PC. If one of the devices is screwing up the hub, the other devices on it may have problems. BTW, I am not talking about what most people think of as a USB hub. I mean a hardware chip in the PC controlled by a root hub driver.
