That's more for controlling (tuning) a CB, iirc. But as for police scanner software...

Uniden has software that interfaces with some of their scanners (I like the BCT-15) they connect via USB. I have one I haven't unpacked yet, but I hope to use such software sometime in the next year. I doubt Uniden's software is going to be skinable or RR friendly, but maybe.
