That depends from one car to another...for example, on my Renault, I was able to get a 2AWG through that particular hole, and the cable from the hood doesn't rub against it because it has a shield inside which is the actual cable that pulls the hood.
The hole also has a rubber sorrounding so the cable doesn't rub against bare metal. Most cars I know (European ones) are exactly the same.
