I prefer to use ABS plastic for things like this. In lieu of not having ABS handy, MDF would be a better choice because it doesn't have layers or grain to show through. Wood will still soak up primer and paint if you don't seal it up, tho.

I also prefer to bond plastic to plastic when possible, use Duraglas (fiberglass reinforced filler) to do most of the shaping, and finish up with Rage Gold lightweight body filler.

That's what works well for me.
