I'm more interested in developing something that actually puts out a false reading signal. 46mph on surface streets, and 71mph on the freeway (looks better if the number isn't nice and rounded).
Anyhow, that way, instead of scattering the signal that normally gets returned to them, they actually get something back. By the time they realize that what they are reading might not be right, I have already spotted them and let off the gas anyhow, so there's no chance for them to verify actual speed (and therefore no evidence for them to write a ticket).
The trick is in how to broadcast something like that to a machine that simply measures the bounceback time, and not an actual data signal...
