I wrote a prototype in Delphi that does this. It tracks the position then based on a timer initiates a DUN (GPRS) connection and calls a URL using the LAT/LON as parameters (I also had it sending an email). You could then link from the mail or a web page to the location using GPSVisualizer.

The code was/is rough and ready proof of concept and is stalled at the moment but I'd be more than happy to send it to anyone interested in pursuing it further. It used Delphi 6 with a couple of freeware/shareware components for the GPS and DUN sections.

There's a thread and the app on here somewhere, probably in software development, I can dig up a link to the download if anyone wants to play around with the executable.
