Why can't we build an open source application that can read, display and use a commercial map set from one of the many vendors out there. We have the open source app, and pay for up to date map databases.

Open source software with accessible Navteq data will NEVER happen. I guarantee that every vendor that distributes Navteq data is under a contractual obligation not to make this data accessible in any sort of vector format. Navteq cannot rely on copyright laws to protect them because it does not apply to factual data.
