Short answer is yes.
Longer answer is, there are two pieces to a touchscreen monitor. They actually operate independently. First, the monitor. If your laptop works with an external VGA monitor, you can use a Lili or Xenarc, etc.
The second screen is the touch screen. This is a glass overlay with pressure sensitive film that is included with monitors labelled as "touchscreen". It comes built in to the monitor and commonly hooks up to the computer using a USB connection. You load a driver and it generally works fine.
I've not heard of reports of any laptops that won't work with touchscreens, however, you'll need to either make the touchscreen monitor the main display or mirror your laptop display to it. Otherwise, you won't be able to control the OS because you won't be able to touch the bits you want to select.
