Like was just said use the -t flag on the shutdown command. If you don't use it Windows will default to waiting 30 seconds. Back when the blaster virus was floating around it would try reseting the machine but since it left the time at 30 seconds you could just go to your command prompt and abort the shutdown.
You may also want to use the -f flag so that your applications won't be warned and it will just force everything to close.
