Question FM Modulator issue!

Hi

I bought this FM Stereo Modulator from a friend who bought it at cartft.com.

When I hook it up to my radio, I only get mono out??? This cant be correct, right?
The sound "source" is a VIA EPIA 10000M, that outputs nice stereo when connected to a standard set of speakers. But when I connect it to the modulator the radio plays mono? As soon as I change frequency to a radiostation, I'm back in stereo??

I would say that the modulator is broken, but I wanted to hear some of you guys responces to this?
