Actron reader on 1997 Ford Econoline van

I have an Actron CP9135 OBD-II reader. It works perfectly fine on my 1997 Ford product Mercury Grand Marquis.

When I plug it into the seemingly compatible port on my 1997 Ford Econoline conversion van, nothing whatsoever displays on the Actron. I tried no key, key-on engine-off, key-on engine-on. Still nothing.

The Data Link connector looks exactly the same on both vehicles. The Actron connector plugs onto both exaclty the same, with the same snugness and depth.

I can't find any info on whether my 1997 ford van is OBD-II compliant on paper or the web. I assume it is as I understand all 1996 and later vehicles were supposed to be OBD-II compliant.

Any idea what's going on and why my Actron OBD-II scanner won't read anything on my 1997 Ford Econoline van?

Any help would be greatly appreciated.

Does the OBD II connector on the ford have power to it, sometimes a blown fuse might be preventing the connector from getting power. Does the Actron have a power indicator led? If not I would check with a multimeter to see if pin 5 and 16 show 12V

On Fords the cigarette lighter (aux power outlet) fuse is shared by OBD-II power feed.
