You can get the year model from the vin# 10 digit.
10th character- Identifies the model year. For example: 1988(J), 1989(K), 1990(L), 1991(M), 1992(N), 1993(P), 1994(R), 1995(S), 1996(T),
1997(V), 1998(W), 1999(X), 2000(Y)------2001(1), 2002(2), 2003(3)

Unfortunately, although it seems to be a obd2 port, it may or may not work. I can only go by Ford as that is what I was trained on, there were many late 94-95 models built with dummy sockets that were only there to ready the cars for the upcoming obd2. It is hard to say for sure, but a trip to the dealer would shurely answer that for you.

If you in the state, stop by autozone/checkers/kragen and borrow/loan an OBD2 reader to test. If it is a working OBD2 port, the reader will read the code from the ECU. Otherwise, nothing will be read.
What is the manufacture month? Usually if it is August or later, it is the next year model. 9/95 is acually a 96 model.
I think it is ODB2 capable, otherwise GM wouldn't spend money to put the dummy port in there. They may have the cable ready, but not the plug. GM would save tons of money by not putting it there.

obd2 port
some gm 94, 95 had the 16 pin 0bd2 port with obd1 system behind it, try reading with a obd1 reader, this can also be done with an analog volt meter, if you need to the the pins for this, let me know, i have a book for every vehicle with obd1.

1996 was just the year that OBDII was standardized as an industry as all cars had to have it. Their were GM cars prior to 1996 that had OBDII. Yours is probably just what I like to call OBD1.5 OBDII connector with an OBD1 computer in it.

Hi
If your ABS light has come on it may well be dirt in the reluctor plates on the wheels. Behind each wheel is a proximity sensor and a round disc with notches cut into it around the circumference. These notches can get clogged with dirt and the sensor can not pick up. Take the wheels off one by one and use a wire or stiff brush to remove the dirt.
