5 of the 6 posts below yours chronologically show 4 different OBD-II hardware/software packages that are used to mainly allow you to get certain data from the onboard computer, namely error codes.
I haven't made up my mind yet on what i am going to get, I have to wait and see how many serial ports I have left, and that might determine what I get.
You know the name of the technology, which is a start, I found autotap with google, but the others I am looking at are the results of a here.

I don't know of any OBD II reader / cable that doesn't come with software that does this. They all seem to have something that will at least let you read the codes. Which hardware are you looking at?

The great majority of "OBD2" hardware / software readers will allow you to connect electrically with the vehicle's ECU and request the vehicle to download it's stored fault codes. The OBD2 software then via a lookup table transforms the bits and bytes into a "P" code and then usually to a short description of the fault.
It does not "tell me what's wrong with the vehicle". It will only tell you that certain states were not evident that the vehicle manufacturer's engineers anticipated as required. It is meant as an important portion of the diagnostics which gets much more involved.
The rest of diagnostic procedure is usually available as a subscription web service that most OEMs and some third party content aggragators host.
Kinda like taking your pulse and finding that it isn't perfect and coming to the conclusion that a heart transplant is needed without other tests.

The scantool.net one comes with software to do this! I have a focus and it does it for me!
I think www.gendan.co.uk has some explanations of the error codes too

obd 2 protocol allows you only to "erase" the fault codes (if any) you cannot change other values. what are you trying to do?
