Need general help with OBD II

So what all do i need to use OBDII on my Jeep and my Silverado.

They are both newer (99/01), but after reading all the forums and anything else i can get my hands on I have found nothing that really just tells me what i need.

I have read things about ELM, and as i understand it, its just a ciruit between the cable interface that changes the voltage outputs from the PCM, but as I said I am really lost.

Help?!
