OBDii on non-US cars

I got confused when somebody on aussie magna forums told me that aus magnas don't have obdii. I wanted to make sure if obdii is only available on non-US cars. I have a Middle East specs 2002 Mitsubishi Magna.
I was just about to order the digimoto package when i was told that the port that i see under the steering column looks like obdii but doesn't stream data in obdii format. Can u please help me. Does my car support obdii.

I was told that having the port doesn't mean having obdii supported!!
I had a look at the pin assignment on my odbii port... it matches the ISO type interface (pins 4,5,7,16...). DOES THIS MEAN I HAVE ODBii. can somebody with a non-US car, preferablly Middle East (gulf specs), confirm it.
I was planning on ordering 3 packages but now i'm not sure. I live in dubai, and paying USD 350 for internationally shipping some chips and cables for hanging on my room wall isn't a pleasant idea.

Edit: I just noticed u from Aus. Do your cars have obdii???

I also have the same pin assignments (for ISO) in the Toyota Avalon, I plan to buy a kit some time down the track and find out if it works, but I have a feeling that it wont. However OBD is currently low on my list of things to do, gotta get a carputer running first! Thankfully today was my last exam (french!) and I have holidays untill March next year, so I should be able to get something together soon.

[edit] Dubai? I've got cousins from there, in fact my uncle is over there
