Thanks. I ended up using the devcon help file to figure my way around. Although it didn't help my situation, the usb device would not reinitialize after hibertate regardless if it was disabled or not.
I am about to format the pc and try a fresh install. Hopefully that will help my situation (device did come out to hibernate on another pc properly).

I have a problem. Devcon works perfectly for my Bluetooth, but only after hibernation. If I cold boot the computer, the devcon commands will not work. I have to physically push the BT button on my laptop, and then I can enable and disable the bluetooth perfectly. If I go to device manager after a cold boot, there is no bluetooth devices anywhere until I push the button. Then I can enable and disable BT.
Also, my wireless is stopping hibernation which is draining my laptop battery. The hardware ID is the same for all my network adapters and when I do try to disable it, it only stops the card making a connection, which doesn't solve my problem. How can I rectify this?

How are you running Devcon in a cold boot? You shouldn't ever have to use Devcon on a normal boot and that's not what it is designed for. If devices don't load properly on a cold boot then you have something very wrong on your install.

On cold boot, nothing about Bluetooth shows up in device manage until I push the BT button on the front of the laptop. Then all the BT device entries show up. This is why I need to enable BT on startup. How do I do this?
Also, I fixed the wireless.

i'd be there's some bios / software setting on your laptop that gives the option to auto start bt?

No BIOS option, no software option to my knowledge.

The spacing works the same as any other DOS command as in program space switch space and so on. For example devcom space /hwids space *usb* . Its locked to stop people blindly copying the commands as 95% of them wont work on their machine. The text select still works so its easy enough to place a cursor on and move through the commands.

I have problems with my external DVD drive and WiFi stick when coming back from hibernation. Will Devcon make it so I don't have to restart to get everything working again?

I tried this on my BU-353 GPS receiver, but haven't had much luck.
I am pretty sure I chose the correct ID.
Maybe my situation is unique.
Currently I am using Xport to split the GPS port to com 2 and com 3. Iguidance uses com2 and Centrafuse use come 3.
When I execute the disable command in dos it says device disabled successfully. But while doing this I am monitering the device manager and notice the gps is not disabling.
Do I need to somehow disable xport also? and then disable the gps receiver?
Has any successfully used this with centrafuse and iguidance?

After a bit of searching I have managed to find a place where I could get hibernate trigger finally. Almost all the links you will find including the one in the pdf link to the site that has been removed.
Luckily for us all the Fluxmedia Forums and specifically coffeejolt has uploaded it. If you dont have centrafuse I guess just dump the other scripts and keep the hibernate program.
Hope the guys at fluxmedia dont mind. If they do we really need someone else to host this.
