Machine quit powering on

Ok, so I just took my computer out of my car because I wanted to get the new hdd that i just bought set up inside, instead of outside in the 90 degree weather. I thought I plugged it in with the adapter that came with the pc, but after it refusing to power up, I looked at it and the adapter is 6v. So I loaded it all back in the car, because I couldn't find the adapter.

So now it's back in the car, and I wanted to get it setup. Unfortunately, now it wont power up. Its an M1-atx, and I set the jumper to C, I believe. I had the jumper off because i was trying to run it inside.

I tested the power and ground leads, and they give me ~13 volts. But, whenever I plug them into the psu, the voltage drops to ~4v. Normal? I dont know. Anyway, the fans don't even come on anymore. I checked the fuse on the power supply. I have NO idea what the hell is going on and im extremely ****ed off.

Any Ideas? If i fried my power supply the same day i got my new hdd to replace the crashed 160gig I'm gonna go postal. I'm so sick of a pc in my car, I want something reliable

What is the procedure, specifically, for testing the psu's output. I've read about it in a few threads, but its not really clear to me. I have to jump a connection where the cable meets the psu, but I thought it was the remote line that told the psu to power on. Why do I have to jump that connection, and more specifically, how?
