My carpc is under the passenger seat, and when it hit 10F the other week it took about 15-20 minutes for the car to warm it up enough for the hard drive to be recognized. Maybe using a low power peltier directly on the center of the hard drive to keep the bearings warm?

The most reliable setup Ive tested is my current system. M2-ATX, Jetway J7F2WE2G (100% solid state capacitors), 80gb Seagate EE25 (extreme edition), and Lilliput EBY701. Not a single cold weather related issue so far, down to -30C. Hoping it'll get under -40C this winter, so I can test...
Sure, but your set up is not really the topic of the thread... neither is mine. It does not require any heat to boot either.

This will only work if you have your mobo on a second battery. Cold doesn't only effect the cpc, but also your battery.
I have the mobo hooked-up to the car-alarm, and its just on for like 20 seconds and in the -10°C I already notice the difference.

i dont have remote start... if thats what the topic of the discussion was about i apologize, i didnt realize.
but ya it could be done. the easy route would be if you know your car will be cold soaked when u come back just flip the switch before you get out.
the complicated way would be adding extra signals to your remote and having your remote starter controller know the difference somehow...
another thought would maybe instead of it being a switch, make it a relay that is controlled by a thermostat. this would obviously need a override switch but doesnt sound too complicated. hmmm. i might look into this (im sure its been done many times).
the biggest problem with my carpc in the cold is the screen. it is really unhappy and dim at temperatures where my hard drive etc is perfectly fine (ive never tried it below about 10F though so...)

Just a tip but you can try putting this in a table format as it would be easier to read and type/update
